  Annual EEO Public File Report

            The purpose of this EEO Public File Report is to comply with Sections 73.2080(c)(6) of the FCC’s EEO Rule.  This Report has been prepared on behalf of the Station Employment Unit that is compromised of the following stations:  WKBI AM and FM  and is required to be placed in the public inspection files of these stations, and posted on their websites.

            The information contained in this Report covers the time period beginning March 26, 2008 to and including March 24, 2009. 

            The FCC’s 2002 EEO Rule requires that this Report contain the following information:

1-A list of all full-time vacancies filled by the Station comprising the Station Employment Unit during the Applicable Period;

2-For each such vacancy, the recruitment sources utilized to fill the vacancy, identified by name, address, contact person, and telephone number;       

3- The recruitment source that referred the hiree for each full-time vacancy during the Applicable Period;                  

4- Data reflecting the total number of persons interviewed for full-time vacancies during the Applicable Period and the total number of interviewees referred by each recruitment source utilized in connection with such vacancies;

Appendices 1, 2, and 3, which follow have been designed, in the aggregate, to provide the required information.  Please note that the numbers listed on Appendix 2 under the column entitled “Full Time Positions for Which This Source Was Utilized” refer to the number of the full-time positions listed on Appendix 1.

For purposes of this report, a vacancy was deemed “filled” not when the offer was extended but when the hiree accepted the job offer.  A person was deemed “interviewed” whether he or she was interviewed in person and/or over the telephone.

During this past year, there was no time when we had a vacancy in any fulltime position that needed to be filled.

With four full-time sales representatives and this full-time programming department employee, this constitutes five full-time employees, so WKBI AM/FM remains within the EEO limit that requires a complete report.

Appendix 3 Section 3:

CONTACTS MADE BY NANCY BODIEN 2009

 

Each year, Nancy Bodien, Program Director of WKBI AM/FM, has been in contact with various high schools, expressing the interest of the station in making students aware of various career opportunities.

 

The list of schools she contacts throughout the year includes Ridgway Area High School, where this year’s message of interest by the station was announced over the school’s PA System.  A half dozen informal telephone  inquiries were made by students who called the radio station to see if there were any current openings.  Nancy recorded the names of those who called, and they will be kept on file.

 

Messages were left at the remaining schools, since the Guidance Counselors all were engaged in other activity, and Nancy did not request they return a call; merely reiterated the message given each year.

 

 

 

STATEMENT OF CARY H. SIMPSON, LICENSEE 2009

 

We spoke to Barb Holt in the office of the Pennsylvania State University, DuBois Campus, Department of Student Affairs, in the absence of Rebecca Pennington, Director.  We expressed our interest in letting students know that we occasionally have need for part-time or full-time employees, and suggesting that we would send our brochure. 

 

We also spoke with Barb Martini, who is Placement Director of DuBois Business College, and explained that both the DuBois Campus and the Huntingdon Campus are near to our radio stations (DuBois is near to WKBI, St. Marys, and Huntingdon is near to WTRN, Tyrone) and invited her to keep us in mind when suggesting places that her graduates might look when seeking future employment. 

We joked about the weather being better this year, compared to last year when the school was under a weather emergency and all offices were closed.

BROCHURE:   Several years ago, WKBI AM/FM prepared a tri-fold color brochure titled “Careers in Radio” with sections describing Radio DJ and news positions, and citing examples of persons who began their careers at WKBI and who have achieved prominence in major market radio and tv.  Another section talks about positions in news reporting and producing, and cites examples of WKBI alums who rose to positions with Fox TV, Cornell University, a Newspaper Editor, a Nashville Country Music star, etc.  And finally there is a section on sales and marketing, and the opportunity to make a good living without leaving home and hometown. These brochures are still available.

During this past year, WKBI AM/FM ran continuous radio messages inviting anyone interested in a radio career to inquire.  However, there was no time when we had a vacancy in any fulltime position that needed to be filled.

To the contrary, because of dropping income, the decision was made to continue to reduce the number of fulltime employees, and use automation during all hours of the day. The two full-time employees in programming was reduced to one, and a sharp decrease in the total number of hours worked by programming department employees.

 

With four full-time sales representatives and this full-time programming department employee, this constitutes five full-time employees, so WKBI AM/FM remains within the EEO limit that requires a complete report.

Stephen Gault was hired to replace Richard Quiggle, the morning personality, with a weekly total of about 25 hours.    However, Richard  has occasionally worked an announcing shift since then.

This plan did not occur, because of the unexpected departure of one of the fulltime programming employees.  Instead, the schedule was rearranged and only one full-time programming employee has been on the staff since then.  The other hours that are necessary are being worked by various part-time staff members.

 

With four full-time sales representatives and this full-time programming department employee, this constitutes five full-time employees, so WKBI AM/FM remains within the EEO limit that requires a complete report.

Richard Quiggle, hired to replace the morning personality, with a weekly total of about 25 hours.  He subsequently resigned because of taking another job.  However, he has occasionally worked an announcing shift since then.

 

Patrick Weaver was hired as a part-time sales trainee at $25 a day for approximately 20 hours weekly.  He was not successful and was terminated.

 

Two high school students were hired as part-time announcers, generally working weekends and evenings.

Part-time positions at radio station

We currently have one part-time high school student as “disc jockeys/operator” who has learned and is learning skills that can use all his life.

One of our longtime part-timers is also a full-time student at  Penn State DuBois.

Nancy Bodien, Program Director of WKBI AM/FM has been in contact with various high schools, expressing the interest of the station in making students aware of various career opportunities. 

 

St. Marys Area High School:  Counselor Secretary Mary Jacob expressed the thought that the school will make announcements and put up flyers (see below) to make students aware of WKBI for employment. 

 

Ridgway Area High School:  A message was left for Counselor Patty Sloppy, reiterating our concern and desire that students know of the availability of the brochure (see below), and of careers in radio.

 

Elk County Catholic High School:  Nancy spoke with Judy Schreiber, the Counselor, who agreed to make announcements and put up flyers  (see below) to make students aware of employment and careers.

 

Johnsonburg Area High School.  Nancy spoke with Judy Allegretto, Counselor, and she, too, agreed to make announcements and also put up flyers. (see below)

 

STATEMENT OF CARY H. SIMPSON, LICENSEE:

 

Again this year, we continued the dialogue of WKBI and the Placement Department of nearby DuBois Business College.  Because of a snow emergency period, the Director, Barb Martini, was unavailable to speak to personally, but her assistant suggested we send her another brochure (see below) and reiterate our interest in inviting undergraduates as well as graduates to contact or visit our radio station. Thus, we contacted her by mail this year and not in person or by phone. (1 Beaver Drive, DuBois, PA 15801)

 

Likewise, the Academic Affairs Department of Penn State DuBois was closed because of the snow emergency, but it was suggested that we should again provide a copy of our brochure/flyer (see below)  to Mary Ann Webster, at the Advising Center, at College Place, DuBois, PA 15801.

A staff member attended the PA Association of Broadcasters EEO Meeting in 2005 and another staff member attended the PAB EEO and License Renewal Seminar March 9, 2006

 

Subsequent to this recent meeting, the “Power Point” presentation provided by the PAB and their speaker, who is an Attorney well versed in EEO Matters, will be shown to various WKBI staff members, so they will become more familiar with our outreach efforts.

 

Guidance and Placement Officers

St. Marys Area High School, DuBois Business College and Pennsylvania State University DuBois Campus.

 

Visits were made, brochures were distributed, and these educators were told of our interest in an outreach to their students.  The Penn State office was not particularly interested, but we will contact them again.

Students at Area High Schools and Colleges

 

Working through the Guidance and Placement Offices, we have disseminated information to students. 

We currently have three part-time high school students as “disc jockeys/operators” who have learned and are learning skills they can use all their lives.  When the Hiree referred to above failed to appear for his shift, and the next morning was not prepared, two of these students came and worked until past midnight to prepare for the next day’s operation.  We are very proud of them.

1-  We have been frustrated that those referred to us by Career Link, the State Employment office have generally been uninterested if they come for interviews.  We are working on a better rapport with the Job Specialists at their office, so we may receive prospective employees who really would be interested in the job.

2-   We had a total “non-response” to the mailings we made to various educational institutions, clubs, senior citizen centers, and job services asking them to refer qualified candidates to us.  Each Thursday, we run an announcement asking any organization that would be interested in notification when we have job openings to let us know.  We have never had any response to this announcement.  We are seeking other ways to “get the word out’.
